windows starts only in safe mode

i recently installed directx 9.0a on my pc with windows 98 SE. After the installation, i can only start the windows in safe mode. If i start it in the normal mode, it freezes and someitmes i can’t even see the START button. I tried restoring the registry, it didn’t work either. Instead, when i checked the restored registry file in the registry restorer, it said NEver started along with the time i tried to start it. Could anyone suggest a solution for this?
