Windows Update Security

Has anyone had trouble installing the Nov 13th security update to SP2 (Windows ME)?\
I am getting the message SP2 must be installed first yet it is. Scandisk and Defrag have been run. Virus scan has been run and all clear. Installation was attempted (as per MS suggestion) sans firewall and antivirus.
