Windows Vista access problem.

So here's the problem. A friends laptop is running Windows Vista Home Basic, and he is logged in as the administrator, but he can't access certain programs or install software. When he attempts to this error message pops up: ?windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access..."

Does anyone know what the problem could possibly be?

First of all, make sure your media is in, or the files you are trying to access are there. Then, try right clicking and run as administrator. Vista is really bad about allowing even administrators access to install programs.

Once installed,

You might need to actually find the program.exe file in C:\program files and right click/run as administrator. I noticed when I installed programs, the icon on the start menu didn't allow me to run the program, but the actual file in the program files did.

Unexplainable behavior

Tried right click/run as administrator, but absolutely nothing happened. No reaction what-so-ever. He was trying to install the software for a wireless adapter on his laptop, but to no avail.
