check the power and video cable at both ends. take off and put back on. see if the monitor will do a self-test. if no self test, monitor may be bad. can you take monitor to another computer to see if bad there also?
Try Powering up the screen with the VGA lead disconnected from the MONITOR, some of these Dell FP screen then bring up a test screen to show the monitor is OK.
