Then back to the login screen in circles it will allow me to log in as admin in safe mode but still no luck as a user any suggestions????

If there are significant hardware changes (more than 4 times) XP will require reactivation.

There is a good article here explaining all the ends and outs:
http://aumha.org/win5/a/wpa.php

Recently after removing VMWare from my system to perform an upgrade, I had to reactivate and had to call Microsoft for a new product key.

The first step would be to try and activate the product logged in as an administrator. From my experience with XP home, any change made from the admin account affects the whole PC.

I'd try that first...

The only way i can logg in as administrator is login in safe mode witch will not allow me to activate windows but when I log in as any user on the system before getting into windows it tells me that windows has already been activated and you click ok then it returns to the login screen so it stuck in the loop? any suggestions does it sound like virus activity?

I see your problem now

That administrator account is the "uber root" one that is created when you install windows. What you need to do is when you log into safe mode is to create another administrator account, or change the "user" account to an administrator one. Its a good idea to password protect the both of them too.

Its not a virus, its just that a "user" does not have sufficient access to activate windows

Currently there is only ONE administrator account, being the default one which you aren't suppossed to use during everyday use (why else would they make it only accessible through safe mode?? )
