Windows XP custom keyboard shortcut keys

When you create a Keyboard shortcut key for a desktop shortcut, is this stored in the registry? We have a program that uses shortcuts to rotate symbols and other CADD entities as they are placed in a drawing. Some users find that Shift+Ctrl+R for example does not work on their system. It appears that this shortcut is already taken by another program or shortcut. Is there any way to reset the keyboard shortcuts?
