Windows XP Fax Permissions

I have a system running Windows XP Pro. One of the functions of this system is to recieve faxes. The end user has regular “user” rights (not PowerUser/Admin) and cannot delete received faxes. (The option is grayed out.) If I log in with administrator rights, I can delete faxes. Where do I need to assign rights to allow the end user to delete faxes? I have tried using PowerUser rights with no success.
