Windows XP Home safe mode

Working on a friends PC that has Windows XP home (normally a professional user).
It was loaded with viruses and spyware so I may need to just chuck it and reimage but I am trying to go the easy route. They have no admin password so I want to get in as admin to set one. When I try to log into safe mode I get the menu fine then the user choices. No matter what user I chose it never loads the OS. It stays at the black safe mode screen. No command prompt, no desktop-nothing. Oh-I can bring up task manager. Any suggestions?
