Not if the HDD no longer works

You will need to contact the maker of your computer and order a Recovery Disc from them.

Stopped reading?

Is the drive completely dead, won't boot or the Windows installation is so corrupted it will not function correctly?

If the drive is functional, e.g. "some" data can be read, you may be able to recover the system restore image.

I recently did this with a Dell Inspiron 6000. The drive became unstable and Windows would crash unexpectedly with drive read errors.

I connected the drive to an external USB adapter and was able to copy the Drive IMage software and iso from the hard drive and burn it to a cdrom on another computer.

This is ony a POSSIBILITY. IF your hard drive is marginally operational andIF the image is readily available on the drive.
