Windows xp Home task scheduler GUI won’t start

I have checked the service is running but I cannot get to the GUI to manage the scheduled tasks.

I have done an “In place upgrade” or as some call it a “Repair install” and the problem persists.

When I click on the link in both the control panel and in system tools the disk runs for a bit as if trying to run but then just stops and nothing happens.
