Windows XP Icon Focus

I have a machine for a user that is doing something I have never seen before. When the user reboots the machine and logs into it, whatever icon is in the uppermost left hand corner is outlined. It is almost like it was clicked on but it isn't blue. Not a big deal right? Well when you go to click on another icon on the desktop to open it, it opens the highlighted icon instead of the one you want to open. This also happens when right clicking to use context menus. If you use the start menu, everthing in the start menu works fine, but any other windows, such as control panel does the same as the desktop icons. Whatever icon is the upper most left has focus and that is what opens. The only way around this is to use your arrow keys to slect a different icon. After you do this once, clicking on any icon works correctly until the next reboot.

After running a viri, trojan and malware/spyware check to make sure the system is clean, if the issue persists, run a Windows In-Place Repair. Most likely have some damaged files.

This problem exists in safe mode and in normal mode. I have ran spyware and adware removal tools and done a virus scan.
