It just keeps rebooting, over and over. Caught in a loop, I guess.

break out of the reboot cycle.

Try tapping the F8 key as soon as it is powering up.
You should get the boot options screen which will allow you to choose Safe mode or to turn off the automatic restart on error.

If you can get into safe mode, check your event logs to determine the error, be especially alert for words to the effect of "caused by somedll.dll or somesys.sys caused a fault".

Turning off the reboot should cause a BSOD and you may then report the error message.
