Windows XP Recovery Console

I have a computer that won’t boot. It says ntldr is missing. So I put ntldr on a floppy and start the pc and then it says \system32\hal.dll is corupted or missing. So I put a win xp setup cd in and boot up the recovery console. When I hit R the recovery console comes up with a c:\ prompt where I try to copy the files it says are missing but it won’t copy them, it says access is denied. From what I’ve reseached on the net i find that the recovery console is suppose to ask what windows installation and for a admin. password but mine doesn’t. What could be the problem and how do I fix it?
