Windows xp reload, lost user id’s and passwords

My motherboard crashed, installed old harddrive into new computer. Had to reinstall windows xp home. Reload didn’t find old profiles. Data can be accessed, password protected says access denied. Most programs won’t run without being reinstalled for the new user name. How do I either reenter password protected files (I have the password), and reactivate old user id accounts so I don’t have to reinstall all of these 3rd party programs????????
