Download and install the service packs that was installed before system restore

Boot computer using designated key into safe mode, open Device Manager and check for any yellow exclamation marks, which willshow what hardware may be causing a problem

Now download the latest version of the hardware drivers suchas video, modem, etc.

If Im not mistaken the hp restore will be a standard oem restore which will erase everything and set it back to day one when the pc arrived on your door step.

If this is the case, when you cycle the power and it does the same thing hang at that screen I would lean towards a hardware problem,

A few more details as to how the orignal problem came about that led you to do the restore also if you could confirm that the hp restore warned you that it would format the hard drive and lose all your information, this would be helpful

skip all the settings like time zone and how you connect to the internet you can set them up when you get the system to the desk top in control pannel. when you get it to the desk top install service pack one ,then change the settings for time zone and internet conection. there night be a problen with your modem or network card by the sounds of it .
