Windows XP upgrade shutdown problems

I recently reinstalled the operating system on a
pc with an AMD chip. The install included Win98 SE, then Windows XP. There is now a shutdown problem where the system reaches “It is now safe to shutdown your system” and you have to do so manually. It did come to a full shutdown prior to the reinstalls, I know there is shutdown issue with WIN 98 and AMD chips. Does this mean I need the Win 98 patch to fix this shutdown problem or is there a better solution.
