Windows Xp won’t boot

(I should add that I can’t enter commands in the post prompt). I have B.Opt and BIOS setup.

I can get the PC to boot post bios, it will not boot from a cd. The default boot takes over no matter what. The boot.ini file is corrupted and so is the hal.dll, no changes were made in the registry that I knew of before this happened. This computer has also not been on the net for a month,(asuming no viruses). I have a flash drive and have copied these and the bootfix.iso as well. I also have a copy of Win 98 SE, with which I suppose I have to make a bootable floppy to get at the sys files, but I’ve never done that before can you give me some advice?
