Windows XPsp2 Installer 3.1 error

The Windows Installer Service could not be accessed.This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance.

Above is the error when trying to install NAV on a Windows XP sp2 system. We have tried uninstalling and re-installing Windows Installer 3.1 (latest for XP), unregister and register the msi.dll. Also the msiexec.exe. System running in normal mode.
We have uninstalled NAV 10.1.5.x manually as it we were not able to uninstall thru Add/Remove.
Feedback and solutions appreciated.

Did you check if the service is started in SERVICES.

Star menu > settings > control panel > Administrative tools > services

I had this problem before because the WINDOWS INSTALLER service didnt START when windows started. It was set on MANUAL. I changed it to AUTOMATIC to make sure it always starts.

...I would go to their website and search for the error or request support. Otherwise, you may need to remove all references to Nav on the target machine (assuming the service is running).

Fixing 3.1 Installer

First, make sure that your licenses are in order. (product key on CD matches what is installed) Another words, make sure that the same CD wasn't installed twice on 2 different computers. This is what fixed mine when I had this problem. Before the fix, XP wouldn't update.

Second, use the correct XP CD to repair the installation. Get Windows online, run install and then use repair mode. Enter the correct product key. Basically, this is a complete reload that preserves information.

You will have to put all the updates back on Windows, but settings and data will be preserved. Use Microsoft updates, not Windows Updates. It is best to go direct to the Microsoft update site and run as administrator for the machine in question.

You have to be inside the same operating system that you are repairing. Don't one instance of XP or 2003 server to fix another.

Problem solved

Thanks everyone for your feedback. I did the upgrade repair of XP and all is working again. Had to activate the new install.
