Windows2000 and a msconfig

Hello,
I have been wandering about windows2000 where it doesn’t have msconfig now i know there is services in Admin tools that has some but not all i have been recommended to some downloads to use like startup control panel and this and that, but i was just wandering if there was in fact anything in win2000 as a substitute for msconfig I need an actually program thats already in win2000 not a download or sysedit :).
