Windows2000 Pro Shutoff Problem

Hello. I recently installed Windows 2000 professional over my computer’s Windows98 operating system due to tons of problems caused by Novell Networking…I’m not having many problems – but a few…and this is one of them. When I go to turn off the computer, the screen of Windows 2000 Professional appears, underneath reading: “It is now safe to turn off your computer”…so, I wait and wait and wait…then decide, damn crashes, I’ll manually power off..Well…it wont manually power off either…Will only restart manually…Is there any reason why my Windows 2000 wont shut down properly, and does anyone know how to fix it? Any information at this point is a help. Thank you!
