Windows2K Startup Programs

How do I keep programs from starting up and running during startup? I went to the start/settings/taskbar & start menu and looked for them their and they were not in the the folder.

The programs I am referring to are the programs that run in the background (the programs that show up at the bottom right of the task bar).

I believe these programs are making the system run slower.
