WinExit Screensaver

We use the winexit.exe screensaver in our environment to automatically logoff user from PCs in critical areas because of the nature of the data that is sometime being viewed. Yes not everyone remember to logoff or exit the application(s) so this is necessary.
The systems are shared so no locking of the screen is permitted (prohibited by GPO.)
After configuring the screensaver it worked well until we decided to take another course of action in timing out the monitor.
What I’ve discovered is that if you set the monitor timeout to be less than that of the screensaver (1,2+ min,) the screensaver never log the user off. If the PC is not under the do not lock screen policy the screen locks instead. Has anyone experience this and found a fix.
I’ve ask Microsoft and they can’t tell me why this is happening, just that they have been able to recreate it (NSSL)

Please do not respond with a suggestion to any software which requires a purchase; we’re not looking to buy anything. A solution would be preferred if one exist.
