Winmgmt process not working correctly

I have a laptop with win2000 pro running on a 366Mhz processor where the Winmgmt process is pegging the cpu contantly. I’ve tried reapplying service pack 2 with no success and am not sure what steps to take in order to solve the problem. I noticed in services that the winmgmt instrumentation service that it is set to auto and the status shows stopping but never stops.
