winpopup

There is a feature/program (winpopup) in Win95/98 in which computer users on a LAN can communicate in similar manner to Messenger programs on the Internet. I am aware it is available on Win2000, but it needs some work to make it work. Can you tell how I can activate Winpopup on Win2000? Thanks.
