I have this program on a machine at work and it keeps killing my norton programs running and my Spybot from finishing its scan. I can't find the file in a search and Can't find it in the regestry.
Can any one tell me how to remove it?

Ah, winpup. Yes, I hate winpup also. A user of mine got hit with that spyware once. Real damn obnoxious it was! A single IFRAME on a webpage tried to load winpup32 dozens of times!
It is spyware, technically, just one I loathe!
Here's a page on it:

Just get an antispyware program to kill it. I recommend Ad-Aware:

BTW, it is a Browser Helper Object (BHO), and those do not load from the Registry or Startup or other normal places. It runs when IE runs, so you won't find it normally. Ad-Aware can kill it, though.
