wins nt4

I am having problems troubleshooting a WINS server. Unable to display a listing of machines on the same netowrk and or clients cannot see a complete lisitng. WINS and clients are on the same subnet. Sometimes will display partial list. Tried to isolate WINS so no push or pull so I can try to get one WINS to work successfully with client. Any help or suggestion would be appreciated. Thanks,
