Depends on your version of Windows.

Assuming 98:

As always make a backup of your registry before making any changes.

Windows 98
1.) Close any open software, disable Anti-Virus / Firewall software (set it not to run at startup).

2.) Go to Start > Run "SFC"

3.) Choose Extract one file from installation disk, and extract the following files (one at a time)

WINSOCK.DLL, located in "C:Windows"
WSOCK32.DLL, located in "C:WindowsSystem"
WSOCK.VXD, located in "C:WindowsSystem"
WSOCK2.VXD, located in "C:WindowsSystem"
WS2_32.DLL, located in "C:WindowsSystem"

3.1.) Extract the files to the default location that SFC chooses, Skip the
backup. Repeat for Each file.

4.) Restart. Try to browse.
