winxp errors

…after downloading an email, my clients windowsXP crashed and after restarting the computer all she gets is “A problem is preventing windows from accurately checking the Licwence for this computer. Error Code: ox80090019”

After cliking log on, it goes back to the same message. Starting Safe Mode works ok. But un able to start in Normal Boot. Has anybody experienced this? Any solutions besides formatting Hard drive?
