Winxp – No Bar or No Icons, Just the wallpaper

Hi Guru’s

Yesterday 2 users reported the same problem 1 using Compaq 2510p Notebook & the other user working on Toshiba Tecra M3 Laptop. OS: WinXP SP2 :
It boots up OK to the wallpaper but does not load any icons. There is also NO BAR or buttons along the bottom.. Just the picture and nothing else. THe Basic processes ARE running. Clt/Alt/Del gives the Task Manager Window…. 18 Processes running with System Idle Process taking 99% so its not stuck doing anything. “Users” shows one user (Owner). If I try to log off and log on as another user eg. administrator, I come back to same point.
Safe mode behaves exactly the same!!!! Have tried all the various safe mode boot options but makes no difference.

For 1 Toshiba laptop I had a similar laptop so tried swapping the HDD but not luck.

The Toshiba laptop, I have restored the laptop from restore point as on 16-oct-07. So far no problems.

Compaq 2510p, I m still unable to resolve the problem tired restoring with the restoration points until 9th Nov’07 but no luck, don’t want to try further. I tried restoring on 7th, the error message “Changes made to drive(s) E: after this point cannot be reversed because the drive was either excluded from system restore monitoring, or was turned off or removed.”

Please Help!!

I can access any application (.exe or bat) using new task through task manager. For e,g. I run sysdm.cpl to demoted this laptop from the domain.
