My best recommendation to stop browser (IE) related pop-ups, is to switch browsers to Mozilla. http://www.mozilla.org
Mozilla’s built-in pop-up blocker is very effective.
Do you only get these popups when Internet Explorer is open? This is a common problem in XP and not actually related to Internet Explorer. If you have a direct connection such as cable or DSL, then you will get these popups just by being connectedto your I.P.
This can be controlled by going to RUN>SERVICES.MSC and then scroll down to MESSENGER (not to be confused with MS MESSENGER) and disable. This will get rid of those annoying popups that leak through your I.P.
