WinXP Problems recognizing USB devices at startup

We have several systems that we’re connecting two Keyspan USB to RS232 adapter cables to the available USB 2.0 ports. They install just fine and work as expected with no problems until the system is rebooted.

If the system is powered off for more than a minute the USB serial adapters are not recognized at startup by Windows XP unless they are unplugged and reconnected to the system. Then they work just fine until the system is rebooted again.

I’ve tried just about everything I could think of but can’t get the system to reliably recognize the adapters if they are already connected when the system is booted. These systems are going into Kiosk applications and the adapters will not be accessible once inside the enclosure. Any ideas on how to get Windows to recognize the adapters all the time?
