WinXP won’t “Restart”???

The Problem; when the computer restarts, as in after a software update, it shuts down the monitor however the disks stay running and all power to the tower remains on. If I turn it off manually and then start it, all is well. When it hangs on power down, I have to press the power button to turn everything off then turn off power to the power supply (also brand new Antec 500W Basiq) for several minutes before it will come back up, otherwise it will not boot.

I have reformatted, twice because once it got corrupted after so many ?improper? shutdowns. Also I have updated the bios and removed and reinstalled one at a time the memory. I have also checked the system with no peripherals connected, only the keyboard and mouse ? even those I changed from the USB wireless to regular ps2 types.

I have three Seagate SATA hard drives, my C drive is 320 GB, before the reformat I completely disconnected the other two hard drives and only connected one of the CD Drives.

Immediately after installing Windows and on the first reboot, the problem was still present, I am out of ideas and would appreciate any thoughts. This problem started some time ago, seemingly out of nowhere although the problem presented itself when my previous power supply failed; it would not come up and require power off for several minutes when the boot sequence failed. A couple weeks later the power supply failed and that?s when I replaced it with the new Antec.

I have tried using the desktop shortcut (SHUTDOWN -r -t 01) to no avail.

This is a generic computer that I built with an ABIT KN8 MB and AMD 3200+ processor; it has four 500mb sticks of Kingston memory which I checked by using only one at a time.
