Wireless Card USR2210 and Group Policy

I’ve installed several USR2210 wireless cards on laptops that are going to be used by sales reps. Their accounts are limited to the local “Users” group only. I need to give access to the users to be able to launch the USR wireless utility. Can I use group policy to achive this task?

I’ve tried assigning them to the Power Users group but the utility won’t launch.
