If I have a domain controller, is it as secure as having an EAP?

Not exactly sure what you mean. But if you're talking about securing your WLAN and you want to authenticate users to your NT/2k evironment, there are several choices. Funk Software's Steel Belted RADIUS does server-based certificates in conjuction with external database database auth, in your case nt/w2k domain.

Cicso's proprietary security framework is called LEAP or lightweigh EAP. It requires all Cisco gear so it's not flexible but it does mutual authentication of client and AP's as wellas dynamci WEP keys and rotating IV's to mitigate the underlying WEP vulnerabilities.

Of course you can always use VPN client software and use 3DES for rock-solid security.
