What is the maximum allowable distance for a horizontal wiring subsystem?

That greatly depends on the type of cable you plan on using.

If you are referring to a 10base-T wiring plan, using IEEE standards, then:

24gauge 4 pair wiring
100ohm Unshielded Twisted Pair
horizontal wiring should not exceed 295 ft, or 90 meters
