Won’t boot from CD?

I’m at my wits end here. I got a new MoBo, VidCard and memory and my old harddrive with XP and Fedora on it (which I want to wipe and reinstall). In BIOS, it sees my CD-ROM and lists its brand. When I boot, it says to press any key to boot from CD. I do, and it says Setup is inspecting your system’s hardware configuration and then just goes black and stays that way.

I have done every combination of jumper settings and drive placement on the cable and even used another CD drive with all the same result. I hear the CD spinning but it is my head that’s doing most of the spinning. Any suggestions would be appreciated on a level not before seen on this earth!
