First can you enter the Safe mode windows? If can then go Control Panel -> Add and remove icon check did it have any funny application either then the normal installation application. If have try to remomve it then restart the pc and try to go in the normal windows.

Second, you have to make sure the other HDD have the OS and the HDD jumper is set as CS pin and the HDD is at Primary slot else it won't boot up.

1. Run CHKDSK /R by connecting the HD to a different system or using Windows XP CD.

2. Reinstall Windows (repair installation or in-place upgrade). http://tinyurl.com/frnw6 Use Method 2. If you do not see repair (R) options after F8, do not proceed.

3. Do HD diagnostic test. Download diagnostic utility program from the HD manufacturer?s website. If it failed, replace the HD.

4. Backup data and clean install Windows.

IF you can boot into safemode, then most likely culprit is a bad/corrupt driver. Video drivers, new ati drivers in particular, are bad about crashing Windows if they go in wrong. In safe mode, remove all video and sound drivers and reboot. If you can get back into normal windows, then update your motherbord chipset drivers and reinstall sound and video drivers. If you cannot boot in to safe mode, then most likeky you have bads sectors on HD and/or a virus. Boot off a recover cd (Ultimat Boot CD) and scan disk for errors. Scan disk for virus and then try booting. if you still cant boot do a repair install. That should get you up and going.
