Won’t power off

I’ve got a desktop running Windows 98 and when I shutdown it immediatly powers itself back up. About a year ago I had a similiar problem and a microsoft downloda fixed the problem but I can’t fing anything about it. Anyone have the location or canoffer a suggestion?
