Workaround for Template Wizard absent in Excel 2003?

I have a small database app developed in Excel 2000 using the Template Wizard. Now that my employer has switched to Excel 2003, the Template Wizard is no longer present. The download of the Excel 2002 (available from but not fully supported by Microsoft) version has been vetoed by the IT people. Is there a workaround? My app created an .xlt template that multiple users could access from their own desktops. The data from those templates would be automatically stored in a separate centrally located .wks file.
