workflow applications in Exchange 2000

It depends on what you are after. I assume that your users have Outlook installed, so the easiest way to create these types of applications is to use custom Outlook forms (Tools-Forms-Design Form from the Outlook menu).

You can also create COM add-ins for Outlook, though this requires VB, C++ or some other programming language and its associated tools.

I recently developed a bug tracking application for software developers that used a custom Outlook "task item" form which deposited its information in an Exchange public folder. All I needed to do was create the custom form in Outlook and write the macros behind the form - all of which can be done using Outlook itself.

You can find lots of information at www.slipstick.com about how to write custom forms.
