Workgroup Manager + Forced Preferences

With Workgroup Manager is there an equivalent to Mac
Managers Forced Preference folder? I don't mean the
Preference panes that set the basic preferences, I
mean a way to send out application preferences (like
registration info, and when IE should clear the cache,
things like that) to OS X and OS 9 clients.

I have not seen this ability. You might look at some of the DAVE products or Windows LAN emulation software. My first guess is that there is no real way of sending out a preference like that.
What is involved? Each user is in their own account. You would need to be able to run sudo or be super user to change each login.
What is a possible work around? You could probably use Apple script to help change preferences in an application.
