Workstation rights for users in Win2000

I have two classes of users on a win2000 workstation, Administrator and Power Users. How do I give the Power User the same ability to change Desktop properties or Energy settings? I can change all as an Administrator but when I attempt to change theenergy settings for a Power User, the settings do not stay. Any help for the simple problem?
