Worldwide software prices

Could someone please give me some advice on the following...as I teach Intellectual Property Law in the UK and am not an expert on the pricing of software:

I am doing some research for the charity OXFAM on the question of barriers to access to education in developing countries. One of those barriers is the cost of software. I have had some discussions with Microsoft and have been told by one official that the cost of software, say Office 2000, for a school is the same whether that school islocated in Dallas, Dubai, or Dar es Salaam. Does anyone with more experience than I
have know whether this is correct? That is, is computer software basically the same price in developed and developing countries?
Further, can anyone point me to reputable study/survey of this question?
