You can use the Win32 API to do that, if you are trying to write to LPT1 then is simple just use the combination of CreateFile function with WriteFile!
If you are trying to write to an I/O port that is not "well known" then you must use the combination DeviceIoControl function/device driver since NT(XP) system will not allow you to do direct writes into the hardware.
