What does wtkernel do and if it can't be found on your system how can it be replaced?

As it is not a native XP file I don't know what it does.

The way to replace it is to reinstall the program that it is associated with whatever that may be but it isn't any of the more common MS or standard Utilities or any Corel Program.

You'll have to look at what is actually installed to find out what isn't working properly it could be related to a program file or some driver file without knowing the programs installed and the hardware configuration it's almost impossible to say.

It's a Wilf Tanget file. Use Microsoft Anti-Spyware or ADAware to get rid of it.
