I hate to answer a question with a question, but:
Are there any peripherals attached to this computer such as SCSI adptr, printers, ZIP, JAZ or Super Floppy drives? If so were they factory installed or did you install them? Have you attempted to do a clean boot using Msconfig's Startup & Selective Startup settings? Have you changed your BIOS settings? The BIOS should have a Failsafe Default setting for memory type & timing etc. Have you added any memory? If the memory is bad it can causelockups or worse ... I recently had an experience where some EDO ram that was not reporting its type properly (as tested and told it should still work OK by the test tech at the computer store) thrashed the hard drive. I actually had to re-partition the drive to get it back to working. This was probably caused by the swap file using the bad memory area. Since I replaced the memory I have not had another problem with it. What usually works for me is removing all cards & peripherals except the Video & Hard Drive
