www.certnow.net does this mean somebody can get a cert without taking exam?

I ran across this site and I’m wondering how they can offer to have somebody take a test in your name? How can you determine if you are going to hire somebody for a position if this was how they got the certification? This seems more then shady, more like illegal. I’m interested in hearing how they get away with something like this if anybody has info.
