XP box launching “form viewer” installer

I have an XP machine that keeps wanting to launch some sort of “form viewer” installation when I run certain programs. For instance when I try to remove a program using add/remove programs, or if I try to launch Spywareblaster. Ive verified VB runtimes are installed and did a Google but didn’t come up with anything. Any ideas what its looking for?
