XP error code

anyone encounter the following error code in Windows XP Pro? It doesn't appear in Dr. Watson and contains no description.

Internal Failure
Error Number: 0x80040707

Are you trying to run an install from a CD?

If so -
1. Verify you have all updates installed.
http://v4.windowsupdate.microsoft.com/en/default.asp
2. clean the cd
3. right clicked on the install file and choose run as, then uncheck 'protect my computer and data from unauthorized activity'.

Program was not on a CD, but a download version. OS is up to date.
Unchecking 'protect my computer ...' did allow me to successfully run an uninstall of the setup program, which removed the offending error message. I was then able to do a successful install.

If it doesn't work do a search in google on just the error number.

Problem was resolved using previous reply, but the Install Shield site did have the explanation of the error. Thanks.
