You can set security on any file or folder at the local level by logging on as the local administrator and right-clicking the folder. Then, click the security tab. This is where you can set who you want to have access to this folder.
From your post I presume you want to encrypt the contests right?
Easy enough. Right click the concerned folder and go properties. On the general tab, click advanced, select "Encrypt contects to secure data". click ok and then apply. Win2k will dothe rest for you.
Now a word of caution. The file's encryption is linked to your Local or domain SID (Which ever you are logged on with at that point. Change your SID (Delete and recreate your user account) and you are for all intents and purposes 'screwed'
